In the sustainability journey, INSEE not only focuses on technology, environment, or operational efficiency—but also places people at the center of every strategy. In particular, developing local human resources has always been a top priority in the company’s human capital strategy, especially in areas where INSEE operates its plants.
At INSEE Hon Chong Integrated Plant in Kien Luong Commune, An Giang Province—an important production hub of INSEE and also a model of strong ties with the local community—INSEE consistently organizes training and development programs for the younger generation, thereby nurturing local talent. Specifically, INSEE has been implementing the Enterprise Vocational Education (EVE) Program for 24 years, having trained nearly 270 young people in An Giang Province, contributing to skills enhancement and developing a quality workforce for the region.

Previously, INSEE Vietnam’s EVE Program won the prestigious Vietnam Excellence HR Awards 2023 in the Training & Development category. The award was organized and evaluated by Anphabe in collaboration with the Vietnam Chamber of Commerce and Industry (VCCI) and several foreign business associations in Vietnam.
Over 24 years of implementation, INSEE has partnered with Kien Giang College to design the EVE Program, combining classroom theory with hands-on practical training. This approach allows students to sharpen their technical skills while gaining new knowledge. The program mainly targets young people aged 18 and above who have graduated from high school and are residing in Kien Luong Commune. Upon completion, graduates receive an official College Diploma in Mechanical Engineering Technology and a secondary diploma in Electrical Engineering. This well-structured program has created significant long-term value for the local workforce that INSEE continues to invest in and maintain today.
In addition, INSEE is collaborating with 19 subcontractors to implement 24 service categories at the Hon Chong Plant, with more than 440 workers engaged in key areas such as production, maintenance, environment, mining, supply chain, occupational health and safety, and administration. Notably, 16% of these subcontractors are local businesses, creating jobs for nearly 200 local residents. Prioritizing partnerships with local contractors not only ensures stable operations but also generates sustainable value—each job opportunity represents progress in the socio-economic development journey of the community. Furthermore, provincial-level partners—though not based in Hon Chong—still play a crucial role in expanding employment opportunities, improving job accessibility, and gradually reducing labor migration.

Beyond production and operations, INSEE also supports local communities in preserving traditional crafts—an important cultural asset and livelihood source for the Khmer people in An Giang Province. Specifically, INSEE has contributed to promoting and supporting the consumption of handicraft products made from Lepironia articulata (grey sedge), a native and eco-friendly plant material, to produce sustainable handicrafts and fashion items. This initiative combines cultural preservation with economic empowerment, particularly for women and the elderly in rural areas.
